This LiDAR data is within Illinois Department of Transportation
District 2 and includes Whiteside County, Illinois. The data is
updated from its original format to LAS version 1.2. The LiDAR
data was collected in March 2009 as "Whiteside County,
Illinois LiDAR Acquisition" - ILDOT Project No. P-30-007-08,
PTB 146, Item 41 and AM151-059-03, PTB 151 Item #59. Data was
acquired by Quantum Spatial as project 1090711 with an Optech ALTM
Gemini sensor equipped with an inertial measuring unit (IMU) and
GPS receiver. The acquisition was to produce first return ASCII,
bare earth ASCII, DAT and TIN files.

Purpose:

The LiDAR data is updated to be more compatible within the
guidelines of the National Digital Elevation Program. (NDEP) The
Whiteside County, Illinois LiDAR Acquisition project provided high
accuracy bare-earth processed LiDAR data suitable for FEMA
National Flood Insurance Program (NFIP) for the approximately 692
square miles of the county. The project consisted of acquisition,
post-processing, and classification of LiDAR data. The data was
acquired with a nominal horizontal spacing of 1.0 meters based on
the Illinois State Plane Coordinate System, West Zone, related to
the North American Datum of 1983 (NSRS2007). Vertical accuracy was
to achieve a Fundamental Vertical Accuracy (FVA) at a 95%
confidence level of less than 1.19 ft in the "Open Terrain"
land cover category.

The vertical accuracy assessment is conducted by comparing ground
survey check point z values to processed LiDAR data z values by
horizontal proximity. Differences in z values are calculated to
express an RMSEz value. Vertical accuracy statement is based on
the area of moderate to flat terrain. The accuracy of the LiDAR
data as tested met the vertical accuracy of 1.19 foot or less
standards, however, derived products may be less accurate in areas
of dense vegetation due to a lesser number of points defining the
bare-earth in these areas.

terrain (AMT) and have a horizontal accuracy of 0.27 meters, with
a nominal point spacing of 1.0 meters.

The Fundamental Vertical Accuracy (FVA) of the TIN was to achieve
1.19ft at a 95% confidence level in the "Open Terrain"
land cover category according to ASPRS Guidelines to produce
contours of two foot intervals. The Consolidated Vertical
Accuracy (CVA) of the TIN was to achieve 1.19ft at a 95%
confidence level according to ASPRS Guidelines, Vertical Accuracy
Reporting for LiDAR for all land cover categories. Five land
cover categories were evaluated. Land Cover categories are the
following: Open Terrain / Hard Surface, Short Grass, Tall Grass /
crops, Brush lands / low trees, Forested / woods areas covered by
trees. Supplemental Vertical Accuracy (SVA) of the TIN at a 95%
confidence level are derived by the ASPRS Guidelines. Vertical
Accuracy Report results for LiDAR data based on the 95th
percentile error in all of the individual land cover categories

The LiDAR data is captured using twin-engine fixed wing aircraft
equipped with a LiDAR system. The LiDAR system includes a
differential GPS unit and inertial measurement system to provide
superior accuracy. LiDAR swaths are inspected, aligned to one
another and indexed to surface check points. Data points are
classified, inspected and breaklines added. Derivative data
products are produced for delivery. Acquisition parameters: 1.

and versions - TerraSolid TerraScan (version 009.004),
TerraModeler (version 009.001 and TerraMatch (version 009.001)
and MicroStation (version 08.01.02.15). 2. Point Cloud data is
imported to TerraScan in a Microstation V8 (V) CAD environment on
a specified 5000 foot by 5000 foot tiling scheme. 3. Analyze the
data for overall completeness and consistency. This is to ensure
that there are no voids in the data collection. 4. Inspect for
calibration errors in the dataset using the TerraMatch software.
This is accomplished by sampling the data collected across all
flight lines and classify the individual lines to ground. The
software will use the ground-classified lines to compute
corrections (Heading, Pitch, Roll, and Scale). 5. Orientation
corrections (i.e. Calibration corrections) are then applied to
the entire dataset. 6. Automatic ground classification is
performed using algorithms with customized parameters to best fit
the project area. Several areas of varying relief and planimetric
features were inspected to verify the final ground surface. 7.
Quantum provided Quality Assurance and Quality Control (QAQC)
data for this project. ILDOT captured QA/QC points in multiple
land cover categories that were used to test the accuracy of the
LiDAR ground surface. TerraScan's Output Control Report (OCR) was
used to compare the QAQC data to the LIDAR data. This routine
searches the LIDAR dataset by X and Y coordinates, finds the
closest LIDAR point and compares the vertical (Z) values to the
known data collected in the field. Based on the QAQC data, a bias
adjustment was determined, and the results were applied to the
LIDAR data. A final OCR was performed with a resulting RMSE of
0.30 feet. 8. Once the automatic processing and the testing of
LiDAR is complete, Quantum reviews the generated bare-earth
surface data to insure that proper classification was achieved as
part of a Quality Control process. 9. Final deliverables are
generated and output to a client specified 2000 ft by 2000 ft
tiling scheme.

LiDAR data acquired and processed in 2009 is reprocessed in LAS
tiles to LAS version 1.2. The data is reclassified to ASPRS point
classification. Derivative data products are produced for
delivery. Processing programs and versions - TerraSolid TerraScan
(version 013.004), TerraModeler (version 013.002) and TerraMatch
(version 013.002) and MicroStation (version.08.05.02.70). 1. LAS
version 1.0 data is processed through TScan to assign point
classifications as: Class 1: Processed, but unclassified /
non-ground Class 2: Ground Class 7: Noise / Low Points Class 8:
Model Key Points (mass points) Class 9: Water Class 10: Ignored
Ground, (Breakline proximity) 2. Data is written to LAS version
1.2 format files on a per tile base 2000 feet by 2000 feet. 3.
Bare earth DEM files are generated from classified LAS data and
output as hydro flattened models according to the tile layout
scheme. 4. Using TerraScan, the DEMs are generated in an ASCII
format on a per tile basis with neighboring tile information
available to minimize seams between tiles and with hydro
Breaklines in place to delineate surface water. These DEM are
reviewed using GlobalMapper for adherence and completeness to the
data and tile layout used during the creation process. 5.
Following review acceptance, the ASCII files are processed
through GlobalMapper into a FLOAT format. These files are
converted using ArcMap to the delivered GRID format.
